DECLARING THE PERIOD FROM SEPTEMBER 14 TO 20, 1953, AS NATIONAL MENTAL HEALTH WEEK.

In view of the importance of sound mental health
in the attainment of individual happiness and efficiency, in the establishment
of peace and order, and in the promotion of economic and cultural progress, I,
Elpidio Qnirino, President of the Philippines, do hereby declare the period
from September 14 to 20, 1953, as National Mental Health Week and designate the
Philippine Mental Health Association to take charge of the celebration thereof.
I call upon all government and non-government entities and all residents of the
Philippines to lend their support and cooperation to the observance of the
week.

In witness whereof, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Baltimore, Maryland, U.S.A.,
(for Manila, Philippines), this 8th day of August, in the year of Our Lord,
nineteen hundred and fifty-three, and of the Independence of the Philippines,
the eighth.
