PROCLAMATION NO. 409, September 14, 1953

DESIGNATING THE SECOND WEEK OF SEPTEMBER OF EACH YEAR AS “EDUCATION WEEK”

Presidential Proclamations September 14, 1953



WHEREAS, in a democracy like the Philippines, in
order that an intelligent public opinion may be formed, it is necessary that
the people be kept constantly informed about the policies and achievements of
the Government;

WHEREAS, under Article XIV, section 5, of the
Constitution, the education of all the people, young and adult, is one of the
primary concerns of the Government; and

WHEREAS, it was in or about the second week of
September, 1898, that the first public schools were established in the
Philippines after the American occupation on August 13, 1898, and at that time,
there were already established private schools;

NOW, THEREFORE, I, Elpidio Quirino, President of
the Philippines, do hereby declare the second week of September of each year as
“Education Week”, during which period vital information about the objectives,
work and accomplishments of the public and private schools may be disseminated
among the people.

This proclamation supersedes Proclamation No. 123
dated April 22, 1949.

IN WITNESS WHEREOF, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 14th day of
September, in the year of Our Lord, nineteen hundred and fifty-three, and of
the Independence of the Philippines, the eighth.
