DECLARING THE PERIOD FROM AUGUST 25 TO 31, 1952, AS NATIONAL MENTAL HEALTH WEEK

WHEREAS, it is becoming increasingly evident that
sound mental health is indispensable to the attainment of individual happiness
and efficiency, to the establishment of peace and order, and to the promotion
of economic and cultural progress;

NOW, THEREFORE, I, Elpidio Quirino, President of
the Philippines, do hereby declare the period from August 25 to 31, 1952, as
National Mental Health Week and designate the Philippine Mental Health
Association to take charge of the celebration thereof. I call upon all
government and non-government entities and all residents of the Philippines to
lend their support and cooperation to the observance of the week.

IN WITNESS WHEREOF, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 19th day of
June, in the year of Our Lord, nineteen hundred and fifty-two, and of the
Independence of the Philippines, the sixth.
