1. Section 8 of NBC No. 461 provides that funds needed for its
implementation shall be included in the budgets of the respective
institutions concerned in the annual General Appropriations Act (GAA).

2. However, due to the tight financial situation obtaining in the
country, funds therefor have not been provided for FYs 1999 and 2000.
3. In this connection, the implementation of NBC No. 461 is hereby
suspended until such time that funds therefor are already included in
the annual GAA.
4. Relatedly, NCC No. 69 shall remain superseded by NBC No. 461 and inoperable.
