ADMINISTRATIVE CIRCULAR NO. 102-2007, October 26, 2007

The Commission on Elections (COMELEC) in a letter
dated October 26, 2007 requests that judges open their courts on Monday,
October 29, 2007 for possible big number of arrests for varied election
offenses.

In this connection, you are hereby DIRECTED to
report to your respective stations on Monday, October 29, 2007. In RTC
multiple sala stations, the Executive Judge shall assign one of the
Presiding Judges of the branch. In multiple sala first level courts, the
presiding judge of the designated special court to try and decide
election contests involving elective barangay officials pursuant to
Administrative Order No. 129-2007 dated August 15, 2007 shall report on
duty. If there are two or more special courts, the Executive Judge shall
assign by raffle one of the Presiding Judges thereat.

The Clerk of Court shall maintain a skeletal force
to receive payment of legal fees or cash bonds or any other bonds that
maybe posted for any election offenses.

In connection with the 29 October 2007 Barangay and
Sangguniang Kabataan Elections, which the Office of the President issued
Proclamation No. 1403 dated 16 October 2007, declaring Monday, October
29, 2007 as Special (Non-Working) holiday throughout the country, may we
request that Judges open their courts on said date. There is need for
the Judges that their Courts be open on that date for possible big
number of arrests for varied election offenses.

free, orderly and credible that enhance the political, stability and
socio-economic progress of our country.
