desire for a deeper bilateral strategic relationship that would enhance their respective security and prosperity and joint political and economic ties;

(4)
commitment to work together to develop solutions to their nuclear energy needs consistent with their shared security interests;

(5)
ambition to enhance cooperation under this Memorandum of Understanding (MOU) and other collaborative arrangements and associated efforts between departments, ministries, regulators, and agencies of the Participants, for the purpose of deepening bilateral strategic ties and civil nuclear relationships;
