LETTER OF INSTRUCTIONS NO. 784, December 20, 1978

WHEREAS, the Office of the OMBUDSMAN to be known as TANODBAYAN, created under Presidential Decree No. 1487, is empowered to receive complaints from any person against any administrative agency, public official or employee for the purpose of determining their culpability;
WHEREAS, the TANODBAYAN is authorized to avail of the assistance of any government agency in the performance of its functions;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby direct:
(2) The Criminal Investigation Service and the National Bureau of Investigation shall, in addition to their functions provided by law, be the investigation arm of the TANODBAYAN.
