By virtue of the powers vested in me by law, I, FERDINAND E, MARCOS, President of the Philippines, do hereby create the Sugar Production Council com­posed of the following:

The Council shall have the following functions:

1. Undertake an overall planning for the rebitalization and modernization of the Philippine Sugar Industry;
2. Coordinate all private and government programs and activities affecting the Industry;
3. Oversee the implementation of approved programs; and
4. Undertake performance evaluation on the basis of approved programs.

The Council is hereby authorized to call upon any government department, bureau, office, or agency for such assistance as it may need in the discharge of its functions.
