MEMORANDUM OF UNDERSTANDING BETWEEN THE FOREIGN SERVICE INSTITUTE AND THE ARTIGAS INSTITUTE OF FOREIGN SERVICE

The Foreign Service Institute of the Republic of the Philippines and the Artigas Institute of Foreign Service of the Oriental Republic of Uruguay, hereinafter referred to as “the Participants,” desirous of concluding the following Memorandum of Understanding (MOU) for the purpose of strengthening cooperation and establishing a linkage program between the Participants, in order to enhance the development programs of their respective Countries, have agreed as follows:

PARAGRAPH 1
The Participants will promote and develop cooperation in their respective programs of study and other relevant academic activities that the respective institutions administer, including but not limited to International Law, Diplomatic Practice and other pursuits pertinent to the diplomatic profession, as well as in the field of international political, economic and cultural relations.

PARAGRAPH 2
The Participants will establish a mechanism through the use of existing and emerging methods for the exchange of information with respect to activities of mutual interest and foster the exchange of publications and other materials of common interest as well as facilitate the establishment of contacts between their respective libraries and archives.

PARAGRAPH 3
The Participants will discuss the possibility of participation in conferences, symposia and round table discussions held by the other Participant.

PARAGRAPH 4
The Participants will cooperate on the following activities:

  • Exchange of experts and researchers;
  • Conduct joint research programs, the duration and conditions of which will be determined by the Participants;
  • Invitation to symposia, meetings and conferences, especially in the case of meetings in regional and global organizations with the participation of diplomatic academies and institutes or universities involved in the field of international relations; and
  • Other modes of cooperation as may be agreed.

PARAGRAPH 5
Each Participant will fulfill its commitments undertaken under this Memorandum in conformity with the legislation of their respective countries’ laws and procedures. This Memorandum shall not constitute or be interpreted as an international agreement between the States of the Participants. No provision of this Memorandum Shall be interpreted and implemented as creating legal rights or commitments for the States of the Participants.

PARAGRAPH 6
This MOU will take effect on the date of its signing and will remain in force for a period of five (5) years, renewable for a similar period, except when one of the Participants informs the other Participant at least 90 days prior to the expiry of the 5-year period of its intention to terminate it. The termination of this MOU does not imply the suspension of ongoing projects, programs, or activities unless the Participants decide to do so.

Any differences and disputes that may arise from the interpretation or implementation of the present MOU will be settled amicably through direct consultations between the Participants.

Signed in Montevideo, Uruguay, on this 23rd day of August 2017, in two originals, each in English and Spanish, both texts being equally authentic. In case of any divergence in the interpretation, the text in English will prevail.
