DESIGNATING DECEMBER 10, 1950, AS HUMAN RIGHTS DAY

Presidential Proclamations November 27, 1950



WHEREAS, the second anniversary of the adoption
of the Universal Declaration of Human Rights by the General Assembly of the
United Nations at the Palais de Chaillot, Paris, falls on December 10, 1950;

WHEREAS, the peoples of the United Nations have
reaffirmed in the Charter their faith in fundamental human rights, in the
dignity and worth of the human person, and in the equal rights of men and
women;

WHEREAS, recognition of the inherent dignity and
of equal and inalienable rights of all members of the human family is the
foundation of freedom, justice and peace in the world”;

WHEREAS, Member States have pledged themselves to
achieve international cooperation in promoting universal respect for and
observance of human rights and fundamental freedoms for all without distinction
as to race, sex, language or religion; and

WHEREAS, grave developments in international
relations make it imperative that Human Rights Day be fittingly observed;

NOW, THEREFORE, I, Elpidio Quirino, President of
the Philippines, do hereby proclaim December 10, 1950, as Human Rights Day and
call upon all our citizens, all national, provincial and municipal officials,
all teachers in public and private schools, and all other elements in this
country, public or private, local or foreign, to publicize the text of the
Universal Declaration of Human Rights and to cause it to be disseminated,
displayed and expounded.

IN WITNESS WHEREOF, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 27th day of
November, in the year of Our Lord, nineteen hundred and fifty, and of the
Independence of the Philippines, the fifth.
