WHEREAS, the Government of the Republic of the Philippines and the Government of the Syrian Arab Republic, agree to promote and develop trade and industry between them particularly on micro, small and medium enterprises (MSMEs), and the One Town One Product (OTOP) approach will be adopted as the initial vehicle for cooperation;

WHEREAS, this Agreement will jumpstart the cooperation and exchange in this area of economic development;

THEREFORE, the representatives of the two governments signed this Agreement this. 24 November 2009 in Boracay, Philippines.
