LIFTING THE SUSPENSION OF THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS IN THE PROVINCES OF ANTIQUE, CAPIZ, COTABATO, DAVAO AND ILOILO.

WHEREAS, the privilege of the writ of habeas
corpus as regards the crimes of sedition, insurrection or rebellion and all
other crimes and offenses committed in furtherance or on the occasion thereof,
or incident thereto, or in connection therewith has been suspended throughout
the country under Proclamation No. 210 dated October 22, 1950; and

WHEREAS, it now appears that the conditions of
peace and order in the Provinces of Antique, Capiz, Cotabato, Davao and Iloilo
have so improved as to warrant the lifting of the suspension of the privilege
of the writ of habeas corpus in said provinces;

NOW, THEREFORE, I, Elpidio Quirino, President of
the Philippines, by virtue of the powers vested in me by law, do hereby lift
the suspension of the privilege of the writ of habeas corpus in the Provinces
of Antique, Capiz, Cotabato, Davao and Iloilo.

IN WITNESS WHEREOF, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 28th day of
April, in the year of Our Lord, nineteen hundred and fifty-three, and of the
Independence of the Philippines, the seventh.
