This resolves the Motion for Reconsideration[1] filed by the Petitioners on 10 December 2013.

Upon perusal of the the Petitioners’ Motion, We find that the arguments raised therein have already been passed upon and exhaustively discussed by this Court in its 31 October 2013 Decision.
The Petitioners have not raised any new ground to convince this Court to reconsider its previous ruling.
Accordingly, the said Motion for Reconsideration must be DENIED.
