DESIGNATING THE PERIOD FROM FEBRUARY 15 TO MARCH 15, NINETEEN HUNDRED AND FORTY-SEVEN, AS THE PERIOD FOR THE NATIONAL FUND CAMPAIGN OF THE BOY SCOUTS OF THE PHILIPPINES.

WHEREAS, the Boy Scouts of the Philippines, a
public corporation created under Commonwealth Act No. 111 for the purpose of
promoting the character development and citizenship training of Filipino youth,
plans to conduct a nation-wide campaign for funds with which to maintain, add
to, expand or otherwise develop essential services necessary for the
accomplishment of its mission;

WHEREAS, the past achievements of the
Organization in advancing the sound physical, mental and moral growth of
Filipino boys have emphasized the need for our people to give it their
continued moral encouragement and material support so that it may be able to
carry on its work effectively and continuously in the face of all the serious
handicaps under which our children live today;

WHEREAS, the Boy Scouts of the Philippines is in
need of funds to carry on its normal operations; to intensify its training and
recruitment program so that Scouting would become available to the other
thousands of Filipino boys who should be enrolled in the Organization; to plan
and promote other programs of activity for the greater benefit of its members;
and to meet obligations as they arise under its new status as a full-fledged
member of the International Bureau of the Boy Scout Movement;

WHEREAS, the proposed fund campaign offers a
distinct opportunity for the people to express, in a concrete way, their
appreciation for the good work being done by the  Organization, and to
secure for it the means by which it can reach and train every boy in the land
in the ways of responsible, patriotic and God-fearing citizenship;

NOW, THEREFORE, I, Manuel Roxas, President of the
Philippines, do hereby designate and set aside the period from February 15 to
March 15, 1947, as a special one for the conduct of the 1947 National Fund
Campaign of the Boy Scouts of the Philippines, to raise funds for the purposes
above mentioned. Further, I call upon all government officials and employees,
all citizens and residents of the Philippines in every part of the Philippines
and in every walk of life to assist in this campaign and to give their special
and general support so that the organization may be assured of funds to carry
on its work in every nook and corner of the land and administer its program to
the greatest possible number of our youths of Scout age.

IN WITNESS WHEREOF, I have hereunto affixed my
hand and caused the seal of the Republic of the Philippines to be affixed.
