In line with existing rules and regulations prescribed by the Commander of the Command for Administration of Detainees (COMCAD), it is desired that no summon, interview, interrogation, investigation and/or release from custody of any detainee or detainees involved or in any manner linked to the “Plot to Overthrow the Government” shall be made by any person or agency without my clearance.
In view thereof, applications for visitations of above-mentioned detainee(s) by any person to include foreign dignitaries and members of the tri-media shall be granted only upon my approval.
Done in the City of Manila, this 30th day of March, in the year of Our Lord, nineteen hundred and seventy-four.
