ADMINISTRATIVE ORDER NO. 86, May 11, 1949
CREATING A NATIONAL COMMITTEE TO TAKE CHARGE OF THE THIRD ANNIVERSARY CELEBRATION OF THE REPUBLIC OF THE PHILIPPINES ON JULY 4, 1949
WHEREAS, in order to impress upon our people, especially the youth, the significance of that important event in our national life, it is fitting and proper that the day be observed with appropriate ceremonies;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by law, do hereby constitute and create a National Committee to formulate plans and devise ways and means for the appropriate celebration of the Third Anniversary of the Republic of the Philippines. The Committee shall be composed of the following:

The Committee shall meet at the call of the Chairman and for the purpose of discharging its functions, may create such sub-committees as may be necessary.
