Under successful completion of the functional and operational testing, Certificates of Acceptance of an IT Facility (CAIFs) for the following modules of the Motor Vehicle Registration System (MVRS), Driver’s Licensing System (DLS), and Revenue Collection System (RCS), were issued last June 7, 2002, for the following District Offices and Licensing Centers in Region 3 stated herein:

Motor Vehicle Registration System (MVRS)

1. Renewal of registration of private motor vehicle (MV)

2. Renewal of registration of government MVs

3. Renewal of registration of for hire MVs

Driver’s Licensing System (DLS)

1. New Student Permit

2. Plain Duplicate Student Permit

3. Renewal of Driver’s License- Non-Professional and Professional Driver’s License

a. Plain renewal (valid and no changes)

b. Plain revision of records (valid and no changes)


4. Conversion of Foreign License (application not previously issued a Philippine Driver’s License)

a. Non-Professional

b. Professional

5. Revision of Records

a. Change in Address

b. Change in Citizenship

c. Change in Marital Status

d. Change in Birthdate

e. Change in Name

f. Incorrect Name/Birthdate

6. Change Classification (valid licenses only)

a. Non-Professional to Professional Driver’s License

b. Professional to Non-Professional Driver’s License

7. Additional Restriction Code

a. Additional Restriction Code 1

b. Additional Restriction Code 2

c. Additional Restriction Code 3

d. Additional Restriction Code 4

e. Additional Restriction Code 5


Revenue Collection System (RCS)

1. Fees payment (without collection of computer fees if paid in check)

2. OR re-printing

3. OR number modification

4. OR inventory

5. End of Day

6. Start of Day

Region 3 District Offices and Licensing Centers with CAIFs:

Accordingly, in compliance with the LTO-IT Project Build-Own-Operate (BOO) Agreement, you are hereby directed to commence the collection of computer fees on 01 July 2002, for the foregoing modules of the MVRS and DLS as follows:
