WHERAS, Wednesday, April 19, 2006, marks the conversion of the Municipality of Tarlac into a City, which was signed into law by then President Fidel V. Ramos, and was ratified by the people of Tarlac thru a plebiscite;

WHEREAS, it is but fitting and proper that the people of the City of Tarlac be given full opportunity to celebrate the momentous event in the history of Tarlac, in a series of activities aimed at promoting the city’s rich culture, products and resources.

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Wednesday, April 19, 2006, as special (non-working) day in the City of Tarlac.

IN WITNESS THEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 28th day of March, in the year of Our Lord, Two Thousand and Six.
