ADMINISTRATIVE ORDER No. 81 -99 Re: CONSTITUTION OF THE ADVISORY BOARD OF THE INSTITUTE OF JUDICIAL ADMINISTRATION
In the Joint Memorandum (JM) concerning the
Institute of Judicial Administration (IJA) executed in February 1990
between the Supreme Court, represented by then Chief Justice Marcelo B.
Fernan, and the University of the Philippines, represented by then
President Jose V. Abueva, an ADVISORY BOARD for the IJA was created to be composed of the following:
(i) The Chief Justice of the Philippines – who shall be the Chairman of the Board
(ii) The President of the University of the Philippines – Vice Chairman
(iii) One (1) Associate Justice of the Supreme Court, to be
designated by the Chief Justice, to serve for a term of two (2) years(iv) The Presiding Justice, Court of Appeals
(v) The Dean of the College of Law, University of the Philippines
(vi) One (1) Associate Justice, Court of Appeals, to be designated by the Chief Justice for a term of two (2) years
(vii) Two (2) Judges of the Regional Trial Courts,
to be designated by the Chief Justice; the first two appointees to
serve for one (1) year and two (2) years respectively, and thereafter,
the appointees to serve a term of two (2) years.(viii) The President, Integrated Bar of the Philippines (ix) The Director of the Institute. (Sec. 1, JM).
The functions of the ADVISORY BOARD are as follows:
(a) To recommend policies, programs, and projects of the Institute pertaining to judicial administration, planning, training and research;
(b) To monitor and evaluate projects, programs and activities pertaining to judicial administration;
(c) To recommend the annual budget and such supplemental budgets
for projects and programs pertaining to judicial administration which
may be granted by the Supreme Court to the Institute;
(d) To endorse such contract or agreements as may be necessary for the improvement of the system of judicial administration;
(e) To seek the assistance of any person,
corporation (private or public) or other entity in the form of personnel
facilities and other resources when such assistance is necessary for
the attainment of the objectives of the Institute; and(f) To exercise such other functions and to do
such acts as may be conducive to the promotion of the purposes or
objectives for which the Institute was established. (Sec. 2,JM).
As the Chairman of the ADVISORY BOARD,
the Chief Justice hereby announces the constitution of the Board and
the appointments of those whose appointments are vested in him by the
JM.
The following are the appointees:
1. Hon. Vicente V. Mendoza Associate Justice, Supreme Court (for a term of two years)
2. Hon. Romeo B. Brawner Associate Justice, Court of Appeals (for a term of two years)
3. Hon. Danilo Pine Presiding Judge, Branch 26, RTC Pasig, City (for a term of two years)
4. Hon. Jose R. Hernandez Presiding Judge, Branch 158 RTC, Pasig City (for a term of one year)
As thus formally constituted, the following are the officers and members of the ADVISORY BOARD of the Institute of Judicial Administration:

The Chief Justice hereby designates Atty. Ismael
Khan, Jr., Chief of the Public Information Office of the Supreme Court,
as Secretary of the ADVISORY BOARD.
This Circular and the appointments of the
abovementioned shall take effect on 20 August 1999. Copies thereof shall
be furnished by the Clerk of Court to the officers and members of the
Advisory Board of the Institute of Judicial Administration, the Office
of the Chief Justice, the Offices of the Associate Justices of the
Supreme Court, the Chancellor of the Philippine Judicial Academy, and
the Court Administrator.
