MEMORANDUM OF UNDERSTANDING BETWEEN THE DEPARTMENT OF AGRICULTURE OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF AGRICULTURE OF THE RUSSIAN FEDERATION
Realizing the importance of the issue of ensuring food security for the Participants’ countries and the role each Participant may play in its resolution;
Wishing to facilitate further development of friendly relations between the Participants by strengthening mutually beneficial cooperation in the field of agriculture;
Considering mutual strive to develop such cooperation on the basis of equal partnership;
Have reached mutual understanding regarding the following:
1. The Participants in accordance with their domestic legislation and within their competence will seek closer cooperation first of all in the following areas;
– research in the fields of agriculture and fishery;
– livestock breeding;
– processing, transportation and storage of agricultural and fishery products;
– soil protection and land resources management;
– means of plants protection;
– expanding agricultural services and transfer of technologies;
– agricultural resources trade, distribution and quality control;
– staff training and advanced professional development.
2. Cooperation will be effected, in particular, by means of:
– exchange of scientific and technical information and documentation;
– exchange of scientists, specialists and trainees;
– organization of educational programs, seminars, workshops and conferences;
– encouragement of establishment of joint ventures and private investments into agriculture and fishing industry;
– in other forms of common interest and agreed upon by the Participants.
3. With a view to enhancing the efficiency of bilateral cooperation, the Participants intend to establish on an equal basis a Working Group, which is designed to coordinate the actions on the implementation of this Memorandum and facilitate the course of its realization. Normally meetings of the Working Group will be held once in two years alternately in the Republic of the Philippines and in the Russian Federation.
4. The Participants will bear their own expenses, arising in the course of the implementation of this Memorandum, unless otherwise agreed upon by the Participants.
5. All the activities within the framework of this Memorandum will be carried out in accordance with the domestic legislation of the Participants without any detriment to the commitments of the Participants arising from other bilateral and multilateral agreements.
6. This Memorandum is subject to alteration or amendment by mutual written consent of the Participants.
7. Any differences or disputes between the Participants related to the interpretation and application of this Memorandum will be settled by means of consultations and negotiations between the Participants.
8. This Memorandum is not an international treaty and does not impose rights and obligations regulated by international law.
9. This Memorandum becomes effective from the date of its signing until one of the Participant sends to the other a written notice of its intention to terminate the Memorandum. The termination of this Memorandum will not affect the current programs or projects which are within the framework of this Memorandum.
