Pursuant to the powers vested in me under Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995 as amended by Republic Act No. 8748 and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby create and designate, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Resolution No. 00-411 dated 29 December 2000 and Resolution No. 07-233 dated 13 June 2007 of the Board of Directors of the Philippine Economic Zone Authority, the Cash and Carry Mall as an Information Technology Center which stands on a certain parcel of land of the private domain located along South Super Highway, comer Filmore and Emilia Streets, Makati City, with an area of Thirty One Thousand Four Hundred Seventy Two (31,472) Square Meters, more or less, as defined by the following technical description:

A parcel of land (Lot 1-A as shown on subdivision plan, Psd-007602-031097-D, being a portion of Lot 1, (LRC) Pcs-2796, LRC Record No. 2029), situated in Barangay Palanan, Municipality of Makati, Metro Manila, Island of Luzon.
