JOINT COMMUNIQUÉ BETWEEN THE DEPARTMENT OF MIGRANT WORKERS OF THE REPUBLIC OF THE PHILIPPINES AND THE MINISTRY OF LABOUR AND SOCIAL AFFAIRS OF THE CZECH REPUBLIC ON THE ESTABLIS…

The Department of Migrant Workers of the
Republic of the Philippines and the Ministry of Labour and Social
Affairs of the Czech Republic,

Having regard to the
implementation of the Czech Republic’s Governmental Programmes in the
field of economic migration and acting in close cooperation with other
competent national authorities of the Czech Republic – the Ministry of
Foreign Affairs, the Ministry of Industry and Trade and the Ministry of
the Interior, as well as with the representative employers and business
organizations of the Czech Republic,

Building a relationship that is founded upon
institutions and mechanisms which recognize the rights and obligations
of both Filipino Workers and their employers in the Czech Republic,

Confirming the interest in systemic cooperation aimed at
ensuring full respect for the rights of Filipino workers in the Czech
Republic in accordance with the Czech legal order,

Recognizing the need to establish a mechanism for
continuing dialogue in areas of recruitment and employment of Filipino
workers in the Czech Republic, and protection of their employment
rights, in a manner that recognizes the interests and laws of both
countries,

Acknowledging that this Joint Communiqué does not create legally binding obligations, but is intended only as a basis for consultations,

Have declared their intent to:

• Identify sectors where Filipino Workers could be employed in the Czech Republic;
• Affirm the importance of ensuring that the recruitment and
  employment of Filipino Workers in the Czech Republic will be transparent
  and will respect ethical principles and the laws and regulations of the
  Czech Republic;

• Explore appropriate mechanisms for the effective regular
  consultations on the conditions and procedures in employing Filipino
  citizens in the Czech Republic;

• Pursue the fair and equal treatment of Filipino Workers employed
  in the Czech Republic pursuant to its existing laws and regulations and
  develop appropriate preventive measures for this purpose.
