### Facts:
The National Power Corporation (NAPOCOR), a government-owned and controlled corporation, initiated expropriation proceedings against the Heirs of Antonina Rabie for a 822-square meter portion of a lot in Barangay Lewin, Lumban, Laguna for an access road to the Caliraya Hydro Electric Power Plant.
