PROCLAMATION NO. 80, July 01, 1948
MAKING PUBLIC THE ACCEPTANCE OF THE INTERNATIONAL WHEAT AGREEMENT FOR THE REPUBLIC OF THE PHILIPPINES, NINETEEN HUNDRED AND FORTY-EIGHT.
WHEREAS, an International Wheat Agreement, which
was open for signature in the English and French languages at Washington, D. C,
from March 6, 1948 until April 1, 1948, has been signed by the authorized
representatives of thirty-six countries, including the Philippines ;
WHEREAS, the objectives of this Agreement are to
assure supplies of wheat to importing countries and to assure markets to
exporting countries at equitable and stable prices;
WHEREAS, under this Agreement the Philippines is
assured of a steady supply of flour until 1952 amounting annually to 170,000
metric tons of wheat equivalent to 122,400,000 kilograms of flour, which amount
represents fairly accurately the normal requirement of the Philippines;
WHEREAS, Article XX of the aforesaid Agreement
provides that it shall be subject to formal acceptance by the signatory
governments and that the instruments of acceptance shall be deposited with the
Government of the United States of America; and
WHEREAS, the Senate of the Philippines, by its
Resolution No. 61, adopted on June 24, 1948, has given its concurrence to the
acceptance by the President of the Republic of the Philippines of the
International Wheat Agreement;
NOW, THEREFORE, be it known that I, Elpidio
Quirino, President of the Philippines, do hereby proclaim and make public, in
pursuance of the aforesaid concurrence of the Senate of the Philippines, the
acceptance for the Government of the Republic of the Philippines of the
International Wheat Agreement, a certified copy of which is hereto attached,
which was open for signature in the English and French languages at Washington,
D. C., from March 6, 1948 until April 1, 1948, and had been signed by the
authorized representatives of thirty-six countries, including the Philippines,
to the end that the same and every article and clause thereto may be observed
with good faith by the Republic of the Philippines and the citizens thereof.
IN TESTIMONY WHEREOF, I have hereunto set my hand
and caused the seal of the Republic of the Philippines to be affixed.
Done in the City of Manila, this 1st day of July,
in the year of Our Lord, nineteen hundred and forty-eight, and of the
Independence of the Philippines, the second.
