CONSTRUCTION OF A CONVENTION CENTER IN BAGUIO CITY

Presidential Decrees February 27, 1974



WHEREAS, since the proclamation of Martial Law, the country
has experienced an unprecedented expansion in all aspects of its tourist
trade due to the heavy and continuing influx of tourists from all parts
of the world;

WHEREAS, as a result of such an upsurge in tourism, the need
for new tourist infrastructure facilities has correspondingly expanded;

WHEREAS, as part of the aforementioned tourist trade
expansion, an increasing number of international conferences and/or
conventions are being held in Manila and other places in the
Philippines;

WHEREAS, the City of Baguio has become one of the most
attractive venues for local, regional and international conferences
and/or conventions because of its pleasant climate and attractive
scenery;

WHEREAS, the City of Baguio can best serve the requirements
of local, regional and international conferences and/or conventions by
establishing a complete convention center equipped with all the
necessary facilities for servicing large gatherings;

WHEREAS, a suitable place to construct a convention center
in the City of Baguio are on parcels of land more particularly described
as follows:

WHEREAS, said properties belong to the National Government;

WHEREAS, the National Government is contributing the
aforesaid parcels of land to the Government Service Insurance System to
augment its retirement funds; and

WHEREAS, the National Government desires to convey,
transfer and cede said parcels of land in the name of the Government
Service Insurance System on condition that the GSIS shall construct a
convention center within said parcels of land for its own account;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the
Philippines, by virtue of the powers in me vested by the Constitution
as Commander-in-Chief of all the Armed Forces of the Philippines, and
pursuant to Proclamation No- 1081, dated September 21, 1972, as amended
by Proclamation No. 1104, dated 17 January 1973, and General Order No.
1, dated 22 September 1972, as amended, in order to effect the transfer
of ownership of the parcels of land above-described to the GSIS as
additional contribution of the National Government to the System’s
retirement funds, and to provide a convention center within the City of
Baguio, hereby order and decree:

SECTION 1. The above-described parcels of land located
in Baguio City valued at seven million one hundred forty-seven thousand
four hundred forty pesos (P7,147,440) are hereby conveyed, transferred
and ceded to the Government Service Insurance System as additional
contribution of the National Government to augment the actuarial
solvency of the System’s Retirement Insurance Fund, on the condition
that the GSIS shall for its own account construct a convention center
equipped with the essential facilities and amenities necessary to
service local, regional and international conferences.

SEC. 2.
Any provision of law, executive order, rules and regulations
inconsistent with this Decree is hereby repealed or modified
accordingly.

SEC. 3. This Decree shall take effect
immediately.

Done in the City of Manila, this 27th day of
