PRESIDENTIAL DECREE NO. 1-B, November 01, 1972

AMENDING PART II ON DEPARTMENTAL ORGANIZATION OF THE INTEGRATED REORGANIZATION PLAN, BY ALLOWING MORE THAN ONE UNDERSECRETARY OF A DEPARTMENT UNDER CERTAIN CONDITIONS.

Presidential Decrees November 1, 1972



WHEREAS, the Reorganization Plan adopted under Presidential
Decree No. 1 provides that each Department shall be headed by a Secretary with
one Undersecretary;

WHEREAS, it is recognized that, as a general rule, one
Undersecretary for a Department is essential in providing for professionalism,
unity, and continuity in the administration of the Department;

WHEREAS, the conditions and needs of a particular
Department, especially at certain stages of its operation or development may
require exception from the general rule of one Undersecretary;

NOW, THEREFORE, I, FERDINAND E. MARCOS, Commander-in-Chief
of all the Armed Forces of the Philippines, and pursuant to Proclamation No.
1081, dated September 21, 1972, and General Order No. 1, dated September 22,
1972, as amended, in order to effect the desired changes and reforms in the
social, economic and political structure of the country, do hereby order and
decree that the general rule of one Undersecretary for a Department, as provided
in Article II, Part II of the Integrated Reorganization Plan, shall be modified
only under the following conditions:

(a) When, at the time of reorganization, there are two or more incumbent
Undersecretaries, and the Department Secretary certifies to the need of more
than one Undersecretary; or

(b) When, at the time of reorganization, the Secretary of a newly created
Department certifies to the need of more than one
Undersecretary.

In either of the above instances, provision for more than one Undersecretary
of a Department shall be allowed only upon my approval.
